The bus is pretty low fuss. Some lines might ask your name, but there's little to stop you making one up. New York from Toronto or Montreal has never required id, except for a cursory verification that you do possess a passport to show the border guard.

However, I'm not sure how you could be sure they were monitoring the trains yet sure they *weren't* monitoring the buses. But those big city stations get pretty chaotic so I'm sure a superspy could handle it.
